June 30, 2010Ang pagtayo ko dito ngayon ay patunay na kayo ang aking tunay na lakas. Hindi ko inakala na darating tayo sa puntong ito, na ako’y manunumpa sa harap ninyo bilang inyong Pangulo. Hindi ko pinangarap maging tagapagtaguyod ng pag-asa at tagapagmana ng mga suliranin ng ating bayan.
Ang layunin ko sa buhay ay simple lang: maging tapat sa aking mga magulang at sa bayan bilang isang marangal na anak, mabait na kuya, at mabuting mamamayan.
Nilabanan ng aking ama ang diktadurya at ibinuwis niya ang kanyang buhay para tubusin ang ating demokrasya. Inalay ng aking ina ang kanyang buhay upang pangalagaan ang demokrasyang ito. Ilalaan ko ang aking buhay para siguraduhin na ang ating demokrasya ay kapaki-pakinabang sa bawat isa. Namuhunan na po kami ng dugo at handa kong gawin ito kung muling kinakailangan.
Tanyag man ang aking mga magulang at ang kanilang mga nagawa, alam ko rin ang problema ng ordinaryong mamamayan. Alam nating lahat ang pakiramdam na magkaroon ng pamahalaang bulag at bingi. Alam natin ang pakiramdam na mapagkaitan ng hustisya, na mabalewala ng mga taong pinagkatiwalaan at inatasan nating maging ating tagapagtanggol.
Kayo ba ay minsan ring nalimutan ng pamahalaang inyong iniluklok sa puwesto? Ako rin. Kayo ba ay nagtiis na sa trapiko para lamang masingitan ng isang naghahari-hariang de-wangwang sa kalsada? Ako rin. Kayo ba ay sawang-sawa na sa pamahalaang sa halip na magsilbi sa taumbayan ay kailangan pa nila itong pagpasensiyahan at tiisin? Ako rin.
Katulad ninyo ako. Marami na sa atin ang bumoto gamit ang kanilang paa – nilisan na nila ang ating bansa sa kanilang paghahanap ng pagbabago at katahimikan. Tiniis nila ang hirap, sinugod ang panganib sa ibang bansa dahil doon may pag-asa kahit kaunti na dito sa atin ay hindi nila nakikita. Sa iilang sandali na sarili ko lang ang aking inaalala, pati ako ay napag-isip din – talaga bang hindi na mababago ang pamamahala natin dito? Hindi kaya nasa ibang bansa ang katahimikang hinahanap ko? Saan ba nakasulat na kailangang puro pagtitiis ang tadhana ng Pilipino?
Ngayon, sa araw na ito – dito magwawakas ang pamumunong manhid sa mga daing ng taumbayan. Hindi si Noynoy ang gumawa ng paraan, kayo ang dahilan kung bakit ngayon, magtatapos na ang pagtitiis ng sambayanan. Ito naman po ang umpisa ng kalbaryo ko, ngunit kung marami tayong magpapasan ng krus ay kakayanin natin ito, gaano man kabigat.
Sa tulong ng wastong pamamahala sa mga darating na taon, maiibsan din ang marami nating problema. Ang tadhana ng Pilipino ay babalik sa tamang kalagayan, na sa bawat taon pabawas ng pabawas ang problema ng Pinoy na nagsusumikap at may kasiguruhan sila na magiging tuloy-tuloy na ang pagbuti ng kanilang sitwasyon.
Kami ay narito para magsilbi at hindi para maghari. Ang mandato ninyo sa amin ay pagbabago – isang malinaw na utos para ayusin ang gobyerno at lipunan mula sa pamahalaang iilan lamang ang nakikinabang tungo sa isang pamahalaang kabutihan ng mamamayan ang pinangangalagaan.
Ang mandatong ito ay isa kung saan kayo at ang inyong pangulo ay nagkasundo para sa pagbabago – isang paninindigan na ipinangako ko noong kampanya at tinanggap ninyo noong araw ng halalan.
Sigaw natin noong kampanya: “Kung walang corrupt, walang mahirap.” Hindi lamang ito pang slogan o pang poster – ito ang mga prinsipyong tinatayuan at nagsisilbing batayan ng ating administrasyon.
Ang ating pangunahing tungkulin ay ang magsikap na maiangat ang bansa mula sa kahirapan, sa pamamagitan ng pagpapairal ng katapatan at mabuting pamamalakad sa pamahalaan.
Ang unang hakbang ay ang pagkakaroon ng tuwid at tapat na hanay ng mga pinuno. Magsisimula ito sa akin. Sisikapin kong maging isang mabuting ehemplo. Hinding hindi ko sasayangin ang tiwalang ipinagkaloob ninyo sa akin. Sisiguraduhin ko na ganito rin ang adhikain ng aking Gabinete at ng mga magiging kasama sa ating pamahalaan.
Naniniwala akong hindi lahat ng nagsisilbi sa gobyerno ay corrupt. Sa katunayan, mas marami sa kanila ay tapat. Pinili nilang maglingkod sa gobyerno upang gumawa ng kabutihan. Ngayon, magkakaroon na sila ng pagkakataong magpakitang-gilas. Inaasahan natin sila sa pagsupil ng korapsyon sa loob mismo ng burukrasya.
Sa mga itinalaga sa paraang labag sa batas, ito ang aking babala: sisimulan natin ang pagbabalik ng tiwala sa pamamagitan ng pag-usisa sa mga “midnight appointments.” Sana ay magsilbi itong babala sa mga nag-iisip na ipagpatuloy ang baluktot na kalakarang nakasanayan na ng marami.
Sa mga kapuspalad nating mga kababayan, ngayon, ang pamahalaan ang inyong kampeon.
Hindi natin ipagpapaliban ang mga pangangailangan ng ating mga estudyante, kaya’t sisikapin nating punan ang kakulangan sa ating mga silid-aralan.
Unti-unti din nating babawasan ang mga kakulangan sa imprastraktura para sa transportasyon, turismo at pangangalakal. Mula ngayon, hindi na puwede ang “puwede na” pagdating sa mga kalye, tulay at gusali dahil magiging responsibilidad ng mga kontratista ang panatilihing nasa mabuting kalagayan ang mga proyekto nila.
Bubuhayin natin ang programang “emergency employment” ng dating pangulong Corazon Aquino sa pagtatayo ng mga bagong imprastraktura na ito. Ito ay magbibigay ng trabaho sa mga local na komunidad at makakatulong sa pagpapalago ng kanila at ng ating ekonomiya.
Hindi kami magiging sanhi ng inyong pasakit at perwisyo. Palalakasin natin ang koleksyon at pupuksain natin ang korapsyon sa Kawanihan ng Rentas Internas at Bureau of Customs para mapondohan natin ang ating mga hinahangad para sa lahat, tulad ng:
- dekalidad na edukasyon, kabilang ang edukasyong bokasyonal para makapaghanap ng marangal na trabaho ang hindi makapag-kolehiyo;
- serbisyong pangkalusugan, tulad ng Philhealth para sa lahat sa loob ng tatlong taon;
- tirahan sa loob ng mga ligtas na komunidad.
Palalakasin at palalaguin natin ang bilang ng ating kasundaluhan at kapulisan, hindi para tugunan ang interes ng mga naghahari-harian, ngunit para proteksyunan ang mamamayan. Itinataya nila ang kanilang buhay para mayroong pagkakataon sa katahimikan at kapayapaan sa sambayanan. Dumoble na ang populasyong kanilang binabantayan, nanatili naman sila sa bilang. Hindi tama na ang nagmamalasakit ay kinakawawa.
Kung dati ay may fertilizer scam, ngayon ay may kalinga ng tunay para sa mga magsasaka. Tutulungan natin sila sa irigasyon, extension services, at sa pagbenta ng kanilang produkto sa pinakamataas na presyong maaari.
Inaatasan natin na ang papasok na Secretary Alcala ay magtayo ng mga trading centers kung saan diretso na ang magsasaka sa mamimili – lalaktawan natin ang gitna, kasama na ang kotong cop. Sa ganitong paraan, ang dating napupunta sa gitna ay maari nang paghatian ng magsasaka at mamimili.
Gagawin nating kaaya-aya sa negosyante ang ating bansa. We will cut red tape dramatically and implement stable economic policies. We will level the playing field for investors and make government an enabler, not a hindrance, to business. Sa ganitong paraan lamang natin mapupunan ang kakulangan ng trabaho para sa ating mga mamamayan.
Layunin nating paramihin ang trabaho dito sa ating bansa upang hindi na kailanganin ang mangibang-bansa para makahanap lamang ng trabaho. Ngunit habang ito ay hindi pa natin naaabot, inaatasan ko ang mga kawani ng DFA, POEA at ng OWWA at iba pang mga kinauukulang ahensiya na mas lalo pang paigtingin ang pagtugon sa mga hinaing at pangangailangan ng ating mga overseas Filipino workers.
Papaigtingin namin ang proceso ng konsultasyon at pag-uulat sa taumbayan. Sisikapin naming isakatuparan ang nakasaad sa ating Konstitusiyon na kinikilala ang karapatan ng mamamayaan na magkaroon ng kaalaman ukol sa mga pampublikong alintana.
Binuhay natin ang diwa ng people power noong kampanya. Ipagpatuloy natin ito tungo sa tuwid at tapat na pamamahala. Ang naniniwala sa people power ay nakatuon sa kapwa at hindi sa sarili.
Sa mga nang-api sa akin, kaya ko kayong patawarin at pinapatawad ko na kayo. Sa mga nang-api sa sambayanan, wala akong karapatan na limutin ang inyong mga kasalanan.
To those who are talking about reconciliation, if they mean that they would like us to simply forget about the wrongs that they have committed in the past, we have this to say: there can be no reconciliation without justice. Sa paglimot ng pagkakasala, sinisigurado mong maulit muli ang mga pagkakasalang ito. Secretary de Lima, you have your marching orders. Begin the process of providing true and complete justice for all.
Ikinagagalak din naming ibahagi sa inyo ang pagtanggap ni dating Chief Justice Hilario Davide Jr. sa hamon ng pagtatatag at pamumuno sa isang Truth Commission na magbibigay linaw sa maraming kahinahinalang isyu na hanggang ngayon ay walang kasagutan at resolusyon.
Ang sinumang nagkamali ay kailangang humarap sa hustisya. Hindi maaaring patuloy ang kalakaran ng walang pananagutan at tuloy na pang-aapi.

We shall defeat the enemy by wielding the tools of justice, social reform, and equitable governance leading to a better life. Sa tamang pamamahala gaganda ang buhay ng lahat, at sa buhay na maganda, sino pa ang gugustuhing bumalik sa panahon ng pang-aapi?
Kung kasama ko kayo, maitataguyod natin ang isang bayan kung saan pantay-pantay ang pagkakataon, dahil pantay-pantay nating ginagampanan ang ating mga pananagutan.
Kamakailan lamang, ang bawat isa sa atin ay nanindigan sa presinto. Bumoto tayo ayon sa ating karapatan at konsensiya. Hindi tayo umatras sa tungkulin nating ipaglaban ang karapatan na ito.
Pagkatapos ng bilangan, pinatunayan ninyo na ang tao ang tunay na lakas ng bayan.
Ito ang kahalagahan ng ating demokrasya. Ito ang pundasyon ng ating pagkakaisa. Nangampanya tayo para sa pagbabago. Dahil dito taas-noo muli ang Pilipino. Tayong lahat ay kabilang sa isang bansa kung saan maaari nang mangarap muli.
To our friends and neighbors around the world, we are ready to take our place as a reliable member of the community of nations, a nation serious about its commitments and which harmonizes its national interests with its international responsibilities.
We will be a predictable and consistent place for investment, a nation where everyone will say, “it all works.”
Inaanyayahan ko kayo ngayon na manumpa sa ating mga sarili, sa sambayanan, WALANG MAIIWAN.
Walang pangingibang-bayan at gastusan na walang wastong dahilan. Walang pagtalikod sa mga salitang binitawan noong kampanya, ngayon at hanggang sa mga susunod pang pagsubok na pagdadaanan sa loob ng anim na taon.
Walang lamangan, walang padrino at walang pagnanakaw. Walang wang-wang, walang counterflow, walang tong. Panahon na upang tayo ay muling magkawanggawa.
Nandito tayo ngayon dahil sama-sama tayong nanindigan at nagtiwala na may pag-asa.

Kayo ang nagdala sa akin sa puntong ito – ang ating mga volunteers – matanda, bata, celebrity, ordinaryong tao, na umikot sa Pilipinas para ikampanya ang pagbabago; ang aking mga kasambahay, na nag-asikaso ng lahat ng aking mga personal na pangangailangan; ang aking pamilya, kaibigan at katrabaho, na dumamay, nag-alaga at nagbigay ng suporta sa akin; ang ating mga abogado, na nagpuyat para bantayan ang ating mga boto at siguraduhing mabilang ang bawat isa; ang aking mga kapartido at kaalyado na kasama kong nangahas mangarap; at ang milyun-milyong Pilipinong nagkaisa, nagtiwala at hindi nawalan ng pag-asa – nasa inyo ang aking taos-pusong pasasalamat.
Hindi ko makakayang harapin ang aking mga magulang, at kayong mga nagdala sa akin sa yugto ng buhay kong ito, kung hindi ko maisasakatuparan ang aking mga binitawang salita sa araw na ito.

ANGELES CITY SPORTS STADIUM GROUNDBREAKING AT MINING

ANGELES CITY — Mayor Francis “Blueboy” Nepomuceno led the ground breaking ceremony for the P600-million Angeles City Sports Complex at Barangay Mining recently.
The sports complex will have a 3,000 sitting capacity convention center, a 2,000 sitting capacity grandstand, track and field oval, an Olympic-size swimming pool and a multi-purpose building among others.
In his message, Nepomuceno said, “let us not be stopped by one or two parties who oppose our dream. We must think of the future of our youth and consider the greater benefit of this dream for the majority”.
“With the sports complex comes our medium and long term plans. We are now on with the development of our road networks in the vicinity and boundaries of this sports complex linking us with the City of San Fernando and Mexico. Eventually, this will lessen traffic in the city proper as it opens up other routes to the sports complex. The Bases Conversion Development authority has pledge support for this circumferential road project. And while Barangay Mining is not congested, it is expected to boom with the sports complex. I have been told that the price of real estate here has already increased. And since the sports complex is an economic enterprise, many will benefit from the indirect income it will generate,” Nepomuceno continued saying.
He added that the city will earn from this facility, as it could also be leased for use in big corporate events, commercial activities and even shows. This will put Angeles City on the tourism and economic map and will boost the growth of surrounding communities in the area.
City Administrator Mark Allen Sison said, the city government will spend some P500 million for the sports stadium and P100 million for the lot where the sports facility will be erected.
Sison said the sports facility will be used to train local athletes to be more competitive in national and international competitions.
“It will serve as future site of major sports events like the Palarong Pambansa. This will contribute to the local economy,” he added.
Angeles City cannot claim the status of being a premier city when it lacks this basic infrastructure, Sison said.

Mayor Francis “Blueboy” Nepomuceno will lead groundbreaking ceremonies of the Angeles City Sports Stadium on February 22 to coincide with the opening of the Central Luzon Regional Athletic Association (CLRAA) Meet to be hosted by this city.
City Administrator Mark Allen Sison said that the ground breaking will help foster better sports programs and activities. The sports complex facility will be located along Barangay Mining here. The facility would include swimming pools, courts for basketball, volleyball and structures to house sporting events.
The project, which is expected to be financed through a multi-million peso loan from the Veterans Bank of the

Sison said that the project, once realized, will also be an income generating facility for the city as it will be able to host sporting events and social functions of the city and other groups.
“The facility will also serve as the training ground of many of our athletes in order that we can develop more students to become competent athletes. We can now also strengthen the sports program of the city to include out-of-school youths that could be admitted through the sports programs,” he said.
Mayor Nepomuceno, for his part, said that the facility will also serve as a focal point to develop the western lands of the city; Nepomuceno said that the facility would be able to generate both human traffic and local tourism through hosting of national and regional sporting competitions.
“We would like to be known also as a city that has a deep love for sports. We want to see boxing competitions held here and our residents in the city to take advantage of the facilities of the soon-to-rise facility,” Nepomuceno said.

Paulo Bucud received his Most Outstanding Kapampangan Award for youth
January 5, 2010This was the reaction of some groups and individuals when Paulo Bucud received his Most Outstanding Kapampangan Award for youth service on December 11 at the Bren Z. Guiao Convention Center here.
A 2007 MOKA awardee who refused to be named said that Bucud’s endorsements mostly came from the offices and departments of the Angeles City Hall where he worked.
A source at the Capitol said that committee officials were unaware of Bucud’s bid for councilor in Angeles City. He is under the ticket of Balibago Village Chief Rodelio Mamac.
“Balamu kasi megamit yamu ing award for a political end (It seems the award was used for a political end),” the unnamed MOKA awardee added.
A MOKA awardee’s achievement and accomplishments should be “more of volunteerism, of excellence beyond official duties and not from the circle where he is paid,” she said.
The source, including other MOKA awardees in the past and other journalists, were also shocked when they saw Bucud at the stage receiving his award.
“How did this man win when everyone knows that he only worked under the administration of Mayor (Francis) Nepomuceno? The projects cited in his nomination were projects of the city administration, one acronymed NEPO is even patently political,” they said.
Raising some doubts on Bucud’s win, the source urged MOKA committee organizers and officials to revoke his award. She also feared that Bucud might use the award to boost his campaign in the 2010 elections.
Bucud was the only MOKA awardee this year being questioned by some individuals and groups.
“All others are outstanding Kapampangans except him,” they said.
Meanwhile, Councilor Jay Sangil also backed the source claim saying that there are other young individuals in Pampanga who deserve the award.
“Ano ba ang nagawa ni Bucud para sa mga kabataan sa Angeles?” Ano na ba ang napatunayan niya aside sa pagiging isang empleyado dati ng city hall? said Sangil in a telephone interview.
Other organizations and individuals are also calling for the revocation of Bucud’s MOKA award.
“Siguradong gagamitin lang ang award sa pamumulitika,” they said.

After Pinatubo’s eruption and the closure of Clark Airbase were considered twin disasters for the people of Angeles. Mainly a service-oriented economy, the city relied on the base for employment and other economic activities. Three major bridges were swept by rampaging lahar, thousands of families rendered homeless by volcanic ash, and the economy was in shambles. Such was the grim scenario of a city that was considered the most progressive and vibrant in the whole of Central Luzon before these two disasters. Historically it hass been a tragedy that struck Angeles several times like an epidemic, alongside war, both of which thwarted because of divine intervention as reflected in the locals’ celebration of their fiestas. Angeles City celebrates La Naval every second Sunday of October, which takes its origin from the battle at sea between the superior Dutch navy and the Spanish and Filipino defenders, with the latter having won the said battle. Meanwhile, the Feast of the Holy Sepulcher – locally known as the Fiestang Apo – is observed every last Friday of the same month. Seemingly inspired by the roots of these twin celebrations, the city government then decided to hold a month-long fiesta known as the Fiestang Kuliat, from the former name of Angeles. San Miguel Corporation – especially San Miguel Beer – was the first and consistent major sponsor of the event, The TTKD is the consistent revenue earner among the activities of the Fiestang Kuliat. Records put the figure of 60,000 visitors for the activity, while beer consumption is placed between 7,000 and 8,000 cases. Who would believe that only four months after the tragedy and despite the downed bridges, people came and took part in the first TTKD. Held every last Friday and Saturday of October, (this year - October 30 & 31, 2009) the Tigtigan Terakan Keng Dalan prompts the closure of some three to four kilometers of the Macarthur Highway of Balibago, the city’s prime entertainment center to make way for what is considered the country’s biggest street party. |

The Old Rich & Famous People of Angeles and San Fernando
August 19, 2009Angeles City became a chartered city in 1964, making it the first city of the Kapampangan Region. Angeleños owe this to the efforts of Rafael del Rosario, who was the town mayor at the time, and Atty. Enrique Tayag who helped him draft the resolution later passed by the municipal council, and Representative Juanita L. Nepomuceno, who got the bill approved in Congress.
San Fernando, on the other hand, became a component city only 37 years later, in 2001. Angeles used to be a mere barrio of San Fernando; settlers poured in after Don Angel Pantaleon de Miranda, a former gobernadorcillo (town mayor) of San Fernando, cleared it in 1796. It formally separated from San Fernando and became a town in 1829.
Thus, most of the old families of Angeles came from San Fernando - the Dayrits, the Hensons, the Lazatins, the Abad Santoses, even the Nepomucenos, half of whose ascendants were Hensons.
These old San Fernando families, in turn, had actually come from other, much more ancient, towns of Pampanga, particularly Mexico and Bacolor. (Just as Angeles was carved out of San Fernando, San Fernando itself had also been carved out of two towns, Mexico and Bacolor, in 1754.)
Take the Hensons, probably the most extensive family network in Angeles and San Fernando. The original Hensons (or Hengsons) were most likely Chinese traders in Betis, Guagua; one of them moved to Baliti, San Fernando, cultivating vast agricultural lands and starting a branch of Hensons there. Later, another Henson settled in San Fernando town proper, starting another branch. When Angeles town was created, some Hensons from Baliti and San Fernando moved in, starting their respective branches. Historian Mariano Henson wrote that “all Hensons are Pampangos and they are closely related to each other,” and that the male Hensons all have the genetic pattern of “medium stature, lightly stooping shoulders, receding hairline after middle age, taciturn disposition.”
The Nepomucenos, on the other hand, branched out from the Hensons of Angeles after an ex-seminarian from Lukban, Quezon, Pio Rafael Nepomuceno, married Agustina Henson. Their son, Juan Gualberto Nepomuceno, became the father of Mariano Nepomuceno, patriarch of the Nepomucenos in politics (son Francisco or Apung Quitong, and grandson Francis or Blueboy), and Juan de Dios Nepomuceno, patriarch of the Nepomucenos in business and education (Nepo Mall, Angeles Electric, Ice Plant, Nepo Mart, Villa Teresa, TGN Realty, Holy Angel University).
A sister of Agustina Henson, Petrona, had a daughter who married Braulio Aquino of Concepcion, Tarlac. They had a son, Servillano Aquino, who became the revolutionary hero after whom the military camp was named; and whose son, Benigno Aquino Sr., became the father of the great martyr Benigno “Ninoy” Aquino Jr.
The Lazatins of Angeles descended from the Lazatins of San Fernando, who descended from the Lazatins of Mexico town, one of whom had married a Henson from San Fernando. Most of the subdivisions along the San Fernando-Angeles boundary, which belong to the Lazatins’ vast estate, bear the names of Lazatin ascendants and descendants, e.g., Villa Gloria, Villa Angela, Villa Angelina, Villa Leoncia, Villa Trinidad, L & S Subdivision (for Lazatin and Singian), and Essel Subdivision (SL for Singian-Lazatin).
The two other big subdivisions in the interior of Angeles, on the other hand, were named after Nepomucenos, indicating the line where the Lazatin lands end and the Nepomuceno lands begin; Villa Teresa, named after Juan De Dios Nepomuceno’s wife, Teresa Gomez; and Carmenville Subdivision, named after Carmen Nepomuceno Dayrit, mother of Renato ‘Katoks’ Tayag.
The patriarch of the famous Tayag clan is Dr. Jose Tayag, one of the pioneer doctors of Angeles (along with Dr. Pacifico Panlilio and Dr. Clemente Dayrit). With first wife Carmen N. Dayrit, Dr. Tayag had nine children, including Enrique Tayag (who co-authored the Angeles city charter) and writer Renato “Katoks” Tayag, father of business leader Abong Tayag and renowned artist Claude Tayag.
The Pamintuans of Angeles are also known all over the country, primarily for cultural icon Patis Tesoro, politician Ed Pamintuan, ambassador Narcisa “Ching” Escaler and filmmaker Mike de Leon. Their patriarch is Florentino Pamintuan, who descended from the ancient Pamintuans of southern Pampanga. Ascendants included Augustin Pamintuan, a leader of the Kapampangan Revolt of 1660; Phelippe Songsong, who was martyred along with Blessed Pedro Calungsod; and the Talangpaz sisters, founders of the Congregation of the Augustinian Recollect Sisters.
The Hizons of San Fernando were originally traders from Malabon who first arrived in Mexico town on a casco. They branched out by marrying into old families in Pampanga, including the Singians, Hensons, the Dizons, the Ocampos, the Parases and the Rodriguezes. Among their descendants are the famous architect Fernando Ocampo, Bishop Federico Escaler, SJ, and businessman Gerry Rodriguez.
According to local historian, there are three Dayrit branches in San Fernando: (1) the Santo Rosario branch, which includes revolutionary heroine Nicolasa Dayrit who married Vicente Hizon Panlilio; (2) the San Jose branch, which includes writer Amando Dayrit, conchologist Fernando Dayrit, UP librarian Marina Dayrit (it was this branch that married into the Nepomucenos of Angeles which produced Carmen Dayrit); and (3) the Calulut branch, which includes renowned cardiologist and virgin coconut oil scientist Dr. Conrado Dayrit and former health secretary Manuel Dayrit.
Meanwhile, the forebears of the Abad Santoses are Vicente Abad Santos and Toribia Basco; their children include Pedro Abad Santos, who founded the Socialist Party of the Philippines; Emilia Abad Santos, whose husband Isabelo del Rosario was a revolutionary hero and martyr (their descendants are the Del Rosarios of Angeles); and of course, Jose Abad Santos, Chief Justice and World War II martyr. A descendant is Senator Jamby Madrigal.

Entertainment Capital of Central Luzon
June 30, 2009Angeles City is geographically located within the province of Pampanga, Philippines and is locally classified as a first-class, highly urbanized city. Angeles City currently has a population of approximately 300,000.
Angeles City is served by the new Diosdado Macapagal International Airport located inside the Clark Special Economic Zone (formerly the Clark US Air Force Base, the largest military facility outside of the United States mainland), located on the northwestern side of the city. The military base was closed down following the devastating 1991 eruption of nearby Mt. Pinatubo volcano. Subsequently, the base was designated as a Special Economic Zone and fast became one of the Philippine’s most dynamic international and domestic business investment opportunities.
The adjacent Balibago nightclub district has since evolved into what has been dubbed as the “Entertainment Capital of Central Luzon.”
Prostitution in Angeles City
June 19, 2009Prostitution in the Philippines is illegal. It is a serious crime with penalties ranging up to life imprisonment for those involved in trafficking. It is covered by the Anti-Trafficking in Persons Act. Prostitution is sometimes illegaly available through brothels (also known as casa), bars, karaoke bars (also known as KTVs), Massage Parlors, street walkers and escort service.
The Coalition Against Trafficking in Women - Asia Pacific (CATW-AP), quoting from Kyodo News, estimated that in 1998 there were 400,000 prostituted women in the Philippines. The International Labor Organization estimated that in 1993/94 there were nearly half a million prostitutes in the country
Prostitution catering to local customers and foreigners . Media attention tends to focus on those areas catering to sex tourism, primarily through bars staffed by bargirls. Cities where there is a high incidence of prostitution are Angeles, Olongapo, Subic Bay and Pasay City , with the customers usually foreign businessmen from East Asian and Western nations.
Prostitution in Olongapo City and Angeles City was highly prominent during the time of the U.S. military bases called Subic Bay Naval Base and Clark Air Base, respectively. When Mount Pinatubo, a volcano, erupted in 1991, it destroyed most of Clark Air Base and the US closed it down in 1992.
Most of the associated prostitution trade closed with it, but when the mayor of Manila, Alfredo Lim, closed down the sex industry area of Ermita in Manila during his first term, many of the businesses moved to Angeles, finding a new customer base among sex tourists.
Other tourist areas such as Cebu have also developed a high profile prostitution industry.

Human trafficking in Angeles City
June 17, 2009 Human trafficking in Angeles City, Philippines is a significant problem, with several thousand young girls working as prostitutes, some as young as six years old. This prostititution is often forced by various means and so is regarded as sex slavery. In Angeles, it is estimated that as many as 75% of trafficked slaves are children. UNICEF quotes the Philippines Department of Social Welfare and Development that “anywhere from 60,000 to 600,000 streetchildren are victims of child prostitution” in the Philippines as a whole while Angeles City is regarded as one of the country’s top five spots for child prostitution. Angeles has become one of the favored destinations of paedophile sex tourists from Europe, the United States and Australia.
History of sex slavery in Angeles
The sex slavery trade started during the time of the U.S. military base called Clark Air Base. Around the base organized crime built up a massive sex slavery trade catering to staff on the base. But when the Mount Pinatubo volcano erupted in 1991, it destroyed most of the base and the US closed it down in 1992. Most of the sex slavery trade closed with it, but when Manila Mayor, Alfredo Lim closed down the sex slavery area of Ermita in Manila, the gangs shifted the trade to Angeles. Since then the sex slavery trade has continued to grow. The Salvation Army estimates there are as many as 150,000 girls working in prositution in Angeles, although there are few other sources to support this number.
Forced prostitution is regarded as slavery. Children and teenagers are lured into the industry from poor areas by promises of money and care, and are kept there by threats, debt bondage and the fear of poverty.
The current trade is described as being dominated by Australian bar operators and sustained by tourists seeking cheap sex, often with children. Girls are sold with the usual deal being offered by scores of bars to hundreds of mostly foreign men every night in Angeles being a “bar fine” of 1000 pesos ($A27.60) for sex.
Reaction of foreign governments
The Australian Law Reform Commission undertook an investigation into sex slavery and Human Trafficking in Angeles and stated: “When the Manila local government attempted to close down the sex industry in central Manila, many of the businesses moved to Angeles”, “Filipino population would regularly use the services of prostituted women and children.” This is in addition to the masses of male tourists that flock to this growing international sex-capital, “Girls are quickly forced into prostitution”.
The United States, “State Department watch list of Asia Pacific countries”, has placed the Philipinnes on the “Tier 2 Watch List”. The report stated that the Philippine government did “not fully comply with the minimum standards for the elimination of trafficking.”
In 1998 the UK government announced a clampdown on child sex tourism where paedophiles from rich western countries travel to poorer countries such as the Philippines for the purpose of exploiting children.
Corruption
Along with the sex slavery trade comes all forms of government corruption. A Senate investigation led by Jamby Madrigal, chairwoman of the Senate Committee on Youth, Women and Family Relations found: “Police investigators have been found to let off foreign men accused of having sex with minors in exchange for sums of several thousand euro.”
An investigation by the Government of Australia and Australian Law Reform Commission found, “Corruption in the police force and among politicians is reported to be prevalent”.
Cyberporn Sex Rings
Over the past few years there has been a rise in cyberporn sex rings in Angeles. Philippines lawmaker Joseph Santiago states that Angeles City alone, has been classified a cybersex and sex-tourism hotspot by the Philippines National Police. Police have already smashed a number of paedophile cyberporn rings in Angeles. Further police raids on cybersex dens in Angeles City have shown that they are run by foreigners and that the customers are expatriates from the West as well as affluent men from Japan and South Korea. Police have revealed that that children are being sold by their parents in this “new market”.
Arrests and people actions
The sex slavery and human trafficking trade in Angeles has resulted in numerous public protests around the world. Several million people gathered in Rizal Park, Manila to protest against the sex slavery trade in Angeles.
A number of arrests against those involved in the trade has taken place as a result of international media attention.
Child welfare Organization, “Preda”, has led the fight against the child sex slavery trade in Angeles. Working undercover, volunteers with hidden cameras have uncovered child brothels in Angeles.
The United States of America and NATO commanders are trying to implement a zero tolerance forbidding troops to frequent sex bars in places such as Angeles City.
In Angeles City a women’s organisation has sponsored street food stalls, outside the foreigner bars and clubs, which are run by women who have left the sex industry. The stalls now form a venue for past and current workers and their friends and associates to gather and organise over issues such as the rape of bar staff by expatriate owners.
The sex slavery trade in Angeles has also led to an online petition calling for a United Nations Peace Keeping force to be placed in Angeles.

Puregold’s entry in the San Nicolas Public Market in Angeles City
June 10, 2009Puregold’s entry in the San Nicolas Public Market in Angeles City would yields economic benefits for the city, as it would generate an expected 700 additional jobs.
Puregold has initially paid P5.9 million for security bond, six months advance and performance bond. Puregold started to occupy the second floor of the public market last May 26 under a 25-year contract that will end in 2034.
Angeles City officials welcomed the leasing of the San Nicolas Public Market’s second floor by supermarket chain Puregold, saying it is timely and will be economically beneficial to the city.
Before the entry of Puregold, the City Government was earning only P1.4 million from the San Nicolas Public Market, which was not enough to meet its P28 million yearly obligation to Landbank. With Puregold, the city is expected to earn additional P6 million yearly income.
